City of Vancouver implements carbon pollution limits & reporting for commercial & multi-family buildings

As part of the City of Vancouver’s Climate Emergency Action Plan, the City is implementing carbon pollution limits and reporting for existing large commercial & multi-family buildings. By 2030, the City aims to reduce carbon pollution from buildings by 50% compared to 2007 levels.

Starting this year, building owners & managers are required to provide annual energy & carbon reporting based on the following timeline:

  • June 1, 2024: Commercial buildings with an area ≥100,000 square feet must report on 2023 energy usage & carbon emissions.

  • June 1, 2025: Commercial buildings with an area ≥50,000 square feet & multi-family buildings with an area ≥100,000 ft2 must report on their 2024 energy usage & emissions.

  • June 1, 2026: Multi-family buildings with an area ≥50,000 square feet must report on their 2025 energy usage & emissions.

  • 2026 to 2040: Greenhouse gas intensity (GHGi) limits, fees, penalties, & heat energy limits will come into effect in a tiered approach.
